info flow on the post fire

first alarm units

v1 is command channel - this is a countywide vhf highband repeaterized
channel - coverage seems to be very good in gorman for both mobiles
and portables

first unit onscene is Engine 77 with crew of 3 - they have 3 portable
radios or more plus 1 mobile radio - officer of Engine 77 is the first
OIC - maybe he arrived on Patrol 77 or Utility 77 actually - those
trucks also have mobile radios but maybe no portable radios

actually - Sta 77 has 3 fire trucks and 1 helitender -

maybe they responded with 3 trucks with 1 person in each truck - they
would have probably 3 portable radios plus 3 mobile radios

initially - everyone is maybe using V1 - or maybe the officer and
dispatcher are on V1 - and the 2 firefighters are on the Tac channel -
maybe 153.83 - in that case - the officer on E77 would have to be
monitoring 2 channels

when the next engine arrives - maybe from kern county - hopefully they
came up on V1 or 153.83 - they would have 3 people and 3 portable
radios plus 1 mobile radio

NOTE - each station that has 3 people on duty - probably has a minimum
of 3 portable radios - plus 1 mobile radio per vehicle

when aircraft arrive - then the air/ground channel goes into use -
this should be for the airboss to talk to the ground boss - but at the
Post Fire the airboss was heard talking to the dispatcher via the
command net (V1) when additional aerial resources were being ordered -
and there was lots of other traffic on the command channel (V1) also -
so this was glitchy

not sure if the dispatcher can talk and hear on air/ground (?154.40?)
or not - rrdb has it listed as mobiles only -

so what should have been happening is - air boss talks to IC via
154.40 - IC talks to dispatcher via V1

HOWEVER - this requires the IC to monitor V1 + ?153.83? + 154.40 - and
it requires the air boss to monitor 154.40 + Victor + Air Tac - at the
same time interacting implicitly with 7 dispatch centers - LA County +
Ventura County + Kern County + ANF + LPNF + South Zone + LA City FD
