the system automatically switchs back and forth between 'IP' alerting
and 'over the air' alerting as needed
we think of it this way - there are 2 ways to get a message from the
dispatch office to the various fire stations - the first method is the
IP system - the IP system can use fiber optic links or maybe microwave
links to move dispatch messges from the dispatch office to the fire
stations - the 2nd method is the 'over the air paging' method - this
second method uses tones or data blurps that can be heard going over
various channels (perhaps at 150 mhz or 450 mhz or 800 mhz) - folowed
by a voice message

not sure what westnet is exactly - maybe the county dispatch center is
split into 2 parts - east and west - maybe thats it - maybe they
actually have 2 dispach centers operating as 1 combined dispatch
system
