Erskine Fire - Kern County CA - listening to the radio tape

Listening to the Erskine Fire radio tape

TF = task force = 5 fire trucks (various types)

ST = strike team = 5 fire trucks of the same type
Type 1 engine - big structural pumper
Type 2 engine - structural pumper
Type 3 engine - big brush truck
Type 6 engine - small brush truck
Type 1 helo - biggest helo
Type 2 helo - 2nd biggest helos
Type 3 helo - small helo - seats three people usually IIRC

Fire started June 23 2016

Times given are just the markers on the radio tape - they are not the real times

1350 - 3 beeps - first alarm interagency - station 72 area

1420 - tone sets start - 8 or more tone sets are transmitted - 1 sec
tone followed by 4 sec tone for every set

1500 - tone sets stop

call is announced

first alarm interagency - station 72 area - key map 69? 6 Boy -
Erskine at Appollo - Crew 10 - Bat 4 - Bat 7 - 2 dozers - E336 - E371
- Helo 407 - WT11 - Patrol 72 - Pat 78 - Eng 376 - Crew 11 - A/G 41
167.475 - Tac is NIFC Tac 2 - Kern 3 - VFIRE 23 - still pending on a
Fire name

phones ringing in background

first mention of address came at 1530 which was 100 seconds after first 3 beeps

units sign on

1840 - lite smoke showing per 72

2134 - P72 tells E72 that route in is flagged

2348 - E72 reports 2 acres - multi spots - starting to run up the hill

2508 - Helo 407 signs on from Keene - 2 SOB - 2 hours of fuel - ETE 17 minutes

2726 - Company 76 at scene - ("1608" is the time stamp from the
dispatcher - i can use this to calculate all of the real times)

2837 - 72 wants 76 to protect the structure to the North - 76 OK

2917 - Bat asks 72 if he needs more resources - 'I will decide in a
moment - 1 structure is threatened - I can protect it if 1 resource
gets in here - (otherwise) "it will just run up the hill from there"

------------------------------

oy vey

openness - news media didnt play that part of the tape

------------------------------

 At this point it seems to me that they sent just about every fire truck in
the area immediately - but maybe they didnt send them to the right
side of the hill - that will take more study to uncover.

I noticed that E72 was not sent but they did respond. Like I said
before - each of the Kern County stations has 3 people on duty 24/7;
and each station has a big pumper and a small pumper - i dont know if
they roll both rigs at the same time or not. Something tells me that
there are absolutely no volunteer firefighters; and off duty staff are
not (promptly) used.

---------------------------------------------------

Continuing with Part 2 of this post

they had absolutely no clue that the fire had gone into the Squirrel Valley area

=========================

0045 - 2 air tankers and 1 air attack airborne from Porterville - ETA 11 minutes

100 - request medium task force - (is 5 more Kern County brush engines)

256 /1613 PM - Eng 371 at scene

720 - Helo 407 at scene

815 - want evacs ordered?

1025 - starting Ty3 ST thru Porterville - (USFS engines)

1119 - fire will hit Cook Peak -then depending on winds, will hit ???
in a couple of hours

2000 - send a Porterville TF to Yankee Canyon

2237 - getting lots of phone calls for spotting into Squirrel Valley -
try to check with Air Attack

2400 - get engines from the Desert (side) into Squirrel Valley

2400 - calls for 1 home burning already in Squirrel Valley

2549 - TF 5230 paged (maybe) - (they were ordered back at 100 on the
tape - 24 minutes previous - maybe this was a formality)

2730 - E371 and E72 will head to Squirrel Valley - ETS 15 minutes

========================

they thought the fire would take 2 hours to reach the homes in
Squirrel Valley - seems that it only took 45 minutes

oy vey

they had 3 or 4 helos plus 2 tankers and 1 air attack over the fire -
plus who knows how many EMS and police helos - and no one noticed the
fire burning into homes apparently - ?????????

ISO Report on 2nd District FD in Maryland

http://www.sdvfdrs.org/files/news/465/7%20%20ISO.pdf

12/2014 - 38 pages

they lose points on the dispatch center but no reason is given - ?????

per page 9 of 38 - 14k of 33K FDs in USA are barely competent (either
Class 9 or Class 10) - that is 33%

Is that true? Are 33% of the fire departments in the USA incompetent?

Question - how much do fire insurance rates change between ISO Class
10, Class 9, and Class 8? That would be very interesting information.

------------------------

Look at the ISO curve on page 9 of 38. Does that make any sense? Why does it have 2 peaks?

Lowell MA - appeal of 1983 arson conviction

http://www.mass.gov/courts/docs/sjc/clerk-for-commonwealth/dar-24029-application.pdf

appeal application - 174 pages - created 1/11/2016

-----------------------

Victor Rosario was convicted of lighting an arson fire in 1983 that
killed 8 people in a Lowell apartment house. This appeal contends that
all 3 evidentiary pillars of the prosecutors case were bogus. The 3
bogus pillars were - arson investigators analysis of physical evidence
- police interrogation of suspect in throes of alcohol withdrawal -
evidence from a tenuous eyewitness

274 pages - with lots of diagrams and photos

fire captain fell thru roof of garage into fire - apparently no one
got on the radio to warn him the fire was boiling under him

------------------------------

1.5 minutes to transfer the call from police to fire - maybe due to arson angle

page 45 has some radio tape segments

"Fire 1" was the radio channel used

page 86 - in 2010 Fresno FD did a review of Modesto FD after Modesto
had a guy fall thru a roof - Fresno learned nothing apparently

page 118 - only 1 radio technician now works for Fresno FD

use multiple styles of radios

no one cares about radio training

narrowbanding made their radios crappy - (really?)

etc

------------------------------
---------

Fresno has approx 350 firefighters to protect 525,000 people

Boston has 1,524 firefighters to protect 600,000 people

(Fresno must have some great partys with all that money they aint
spending on the FD) - (Fresno does not have snow nor highrises maybe -
could that account for a 500% difference in FD size?)

abbreviations used - my guesses follow

HR1 = heavy rescue 1

jumpover = cross staffed unit

FFPM = firefighter paramedic

ENEM = engineer EMT

LTEM = lieutenant EMT

FFEM = firefighter EMT

------------------------------------

E5 immediately reported a large volume of gunfire and that they were
sheltering in place - they got a nearby Rescue very quickly

Communications reported that they got calls from 20 people who
reported that they had been shot

(Why did PD take so long in paging SWAT?)

https://twitter.com/4thAnon/status/754828178363916288

Does that include chases & people who bled out & and ambulance calls not responded to?

Video - cop kills guy - Wagoner OK

Was that guy surrendering? I could not hear what the perp said

What was the point of calling "shots fired" on the radio? Maybe some clarification is needed - who is shooting at whom.

He was transitioning from the Taser? he was?

I wonder if it is possible for 1 person to have a Taser in 1 hand and a gun in the other - and to not mix them up?

police radio tapes included in Star Tribune newspaper article

1. seems very odd that they would be discussing probable cause for the stop on the radio - seems very very very very rare - based on my 50 years of owning a police scanner

2. why didnt they do a felony stop if they thought they had 2 people wanted for armed robbery?

3. why didnt they apply tourniquets after the shooting?

4. why did they mention a "broad nose" on the radio? that is totally bizarre

lots of wild comments here

------------------------------------

Total BS the police don’t always go full felony mode until they get more confirmation the person is likely who they are looking for. Heck many purposely hope to not tip the person off that is why they stopped them.
Liked by 2 people
nimrodman says:
Good point. They only had suspicion by physical resemblance.
Now if they were pulling over a car that also matched witness descriptions on top of the physical resemblance, or had a matching plate, then they’d likely make it a full felony stop in that case.
