IEMA alert system test

heard via Chicago FD scanner feed at 1115 am est

(same format and honks as the EAS tests heard via commercial
AM/FM/?TV? stations)

channel listed as "IEMA" - maybe is 45 Mhz or 155 Mhz

3 honks then - " this station is participating in a test of the
Illinois Alert System - this system was developed to provide
information to the public in emergencies - this was a test" - then
some honks - (taped male voice with perfect pronunciation)

then approx 15 seconds later

"normal radio traffic can resume at this time" - live dispatcher male
sounded a little muddled

Massachusetts has nothing like this - no EAS via radio - but MEMA does
broadcast some alerts via a linked VHF network - but no honks - no one
tests mobile command posts daily nor weekly nor monthly nor annually -
but we do have the Boston Marathon which puts eastern Massachusetts to
the test annually

do I sound like a total broken record? I wonder why
