how about having the dispatcher in the clear and the mobiles encrypted?

for example - report of shots fired - dispatcher announces call in the
clear - mobiles respond and begging to coord while encrypted - works
for me

based on the idea that - the perps know that once they start shooting,
someone is gonna call 911 - so hearing the dispatch going out over the
radio really is not telling the perp very much

maybe most feeds already have a one minute delay due to internet
capabilities - iirc lindsay blanton confirmed that recently

between the 1 minute delay and the encrypted mobiles - maybe that is a
golden solution
