lapd pursuit sop

there are 2 possible sops

put 10 cars in front of the perp with spike strips

or

put 10 cars behind the perp and chase him for 2 hours

what would happen if lapd set up kamikazee cars? give 1 cop a helmet
and have him drive head on into the perps - better yet - have the
kamikazee car Tbone the perp in the drivers door - probability of the
cop getting hurt might be 10% - the cops have no problem letting the
perps blow thru red lights all over the city for hours on end - the
cops obviously dont care if an innocent civilian gets killed - its
totally obvious if you think about it for more than 2 seconds

what would a smart chase policy look like?

1. flood the zone with cops with spike strips

2. have dispatchers that know how to read a map and can suggest routes
for spike cars to intercept the perp - its not easy - it takes
brainpower and training and practice

3, if cop cars have AVL it should be simple for dispatchers to route
the spike cars to the right intersections - absolutely simple
