Comms - A SOC (maybe H Ops or H SOC) - FEMA MERS MOV
each one of these entities probably has multiple radio channels to use
Med Ops might be Boston CMED or maybe it is BAA
UCC Ops might be EOD + SWAT + CST - racewide specialty services - or
maybe they would be TAC OPS
