iirc they dispatch both federal and state forestry units
they send either 1 eng or 2 eng or 3 eng on a first alarm
it seems that the federal wildfire agencies have now standardized on 3
dispatch levels - low - medium - or high - they vary based on weather
conditions / burning index etc
