System Overview
The Office of Emergency Medical Services ("OEMS") is responsible for
strategic planning, regulatory & statutory oversight, as well as
programmatic implementation of the Emergency Medical Services (EMS)
system in Connecticut.
Municipalities:
● Connecticut is divided into five EMS regions to coordinate
resources, training & education.
● Providers may be assigned to a primary service area ("PSA")
responsibilities, assuring
continuity of service for that area.
● The three main types of PSA responsibilities are
o First responder agency / department
o Basic Life Support transporting ambulance agency / department
o Advanced Life Support (Paramedic) agency / department
● Each municipality is required to maintain an EMS Plan that is kept
on file with OEMS. The EMS Plan outlines how the municipal EMS system
is comprised and functions, and allows all local stakeholders input on
its development.
Types of EMS Providers:
● Volunteer (Staffed by volunteers, or with contracted EMS staffing
agencies to supplement)
● Municipal (EMS, Fire Departments, or combined)
● Hospital owned/based services
● Privately owned (either private for profit and private, not for profit)
Connecticut EMS Advisory Board ("CEMSAB")
● Public Act 74-305 / 98 -195 established the composition and charge
of the State EMS Advisory Board.
● CEMSAB is made up of a 41 - member board, each appointed by statute
or legislative appointment, which meets
monthly to discuss EMS matters affecting our system statewide.
● The Board is responsible for advising DPH and the DPH Commissioner
on EMS matters, and through multiple
sub-committees coordinates statewide EMS efforts, makes legislative
recommendations, and reviews EMS
regulations.
Connecticut EMS Medical Advisory Committee ("CEMSMAC")
● CEMSMAC meets monthly and is comprised of EMS leadership from across
the state to represent regional concerns,
assure bi-directional communication, and statewide consistency of EMS care.
o The Statewide EMS protocols are a product of the CEMSMAC and
standardize the care provided for each
level of EMS provider. Protocols are overseen locally by the Service's
Medical Director & Sponsor Hospital.
EMS Practitioners
● There are four levels of providers (from most basic to most advanced):
o Emergency Medical Responder (EMR)
o Emergency Medical Technician (EMT)
o Advanced Emergency Medical Technician (AEMT)
o Paramedic
