put half of units on ch 1 - put half on ch 2 for any working incident - tell assigned units to use ch 1 - tell other units to use ch 2 for normal ops - dispatcher simulcasts on ch 1 and ch 2 advantage - half the number of usual units have to switch channels for a working incident or put eng on 1 and ladders on 2 or put west on 1 and east on 2
