we need to dig into this a little bit sometime
they built a new comm room between the willimantic pd and the
willimantic fd in 2022 with a $3M state grant - free money!
williantic taxing distruct is a special taxing district within the
town of windham - its like a village or borough in a Town - but its
not - might have been a city at 1 point also - dont know who really
runs it now - it is included in the town of windham budget document
but in a special section
the police seem to be bloated with a fulltime custodian and a fulltime
FOIA officer - there are only 18,000 people there

the 2 tax districts are First Tax District and Willimantic Tax
District - first district might pay for the VFCs - willimantic tax
district pays for willimantic fd with 32 ft and willimantic pd with
$8M budget - willimantic fd amb also covers the town of windham - the
town supplies 12 FTE to help staff the willimantic amb - all crazy
complicated stuff
plus they have a big university right in willimantic and a big
hospital and an airport
