there are 3 tax rates for the Town of Windham Connecticut

(Willimantic is basically the downtown area of the Town of Windham)

there is 1 townwide rate that pays for the Town DPW; and town hall
administrators; plus 13.5 FTE at Willimantic FD for townwide ambulance
service; plus $1M for dispatch center

there is a 2nd tax rate for the Willimantic Taxing District - this tax
rate pays for approx 23 FTE at Willimantic FD and appros 37 FTE at
Wilimantic PD

there is a 3rd tax rate for the First Taxing District which funds
rural libraries plus 3 VFC

there might have been a recent change that expanded the coverage area
of the Willimantic PD to townwide

all taxpayers in the town of windham pay the townwide tax

taxpayers in the willimantic taxing district also pay the willimantic tax

all taxpayer in the Town pay the First District Tax except those
taxpayers in the Willimantic District

to translate this to an Illinois Town - it would be a village inside
the Town - with the village residents paying more to have FT police
and FT FD - plus the Town would support 3 rural VFC - and the Town
would support Townwide coverage from the Village ambulance - the
Sheriff or State Police would cover all calls in the Town except those
in the Village

willimantic FD earns $1.9M in ambulance fees - that money goes to the
townwide general fund apparently

the Town also spends $1M on dispatch - willimantic district kicks in
some money to the town dispatch center also iirc - this seems odd -
dispatch budget was up 28% - why are the town areas paying 1M for
dispatch but willimantic is only paying 200K? town residents dont even
get any police dispatch service out of it - or do they?
