just thinkin - US disaster response

Just thinking outloud

I suspect this is 90% being done already - but I am not sure who is
coordinating it - maybe FEMA - maybe HHS - maybe DOT

Major Disaster Response in USA

airports will be damaged - as will telecomms systems and all utilities

For example - major quake or nuclear explosion hits Los Angeles -
airports are out of service

Priority needs

1. reopen airports - maybe airport DPW departments can handle -
probably not if runways are severely cracked

2. maybe C130s can land on badly damaged and dirt covered runways -
maybe they cannot

3. If fixed wings cannot get into airports - then helicopters will
have to be used to ferry cargo and people from disaster area to
outlying airports - maybe Bakersfield and Port Hueneme and San
Bernardino or San Diego would be open to large fixed wing aircraft -
helicopters would need to do ferry ops to those airports - I am sure
that OES knows which runways might survive and which might not

4. Helicopters and fixed wing can flock to the outlying airports from
all around the USA - Lear Jet ambulances can fly at 600 MPH -
hopefully they are preplanned to fly trauma doctors from NYC to LA -
would only be a 5 or 6 hour flight

5. Is there a pre plan that covers all of this? Or is everything just
going to be "winged" / ad hoc?

This could be the preplan - confirmed major quake in Los Angeles - on
sight reports from known parties of major damage in large areas -
activate the ALL HANDS ON DECK PLAN - all military and public safety
and medical people report to work - airlift immediately begins to
California - helicopters from northern California and Nevada and
Arizona fly to outlying airports - or right into the heart of the city
- with medical, police, comms, fire, rescue, etc gear. Medevac fixed
wing begin to move to Bakersfield and San Bernardino. Airports will
get crowded - gonna need to pickup injured people and depart fast.
More and more aircraft will take to the air as military and civilians
mobilize.

Does every airport have a field hospital they can set up?

Some people might think that an effective response will be 2 guys in a
pickup truck with 2 shovels. They wont cut it. There will need to be a
massive influx of rescue gear, firefighting gear, medical gear, -
probably decon gear - etc etc etc

Conceptually - it is easy to see on a map - you have huge numbers of
rescuers moving into the area - but there needs to be a preplan for
'who' goes 'where' and 'who' brings 'what'. Obviously - rescuers from
north will approach Los Angeles from the north. Rescuers from the east
will approach Los Angeles from the East. South units will approach
from the South. Maybe this can be useful for temporary incident
command. Have a preplan for North Sector + East Sector + South Sector.

Put 1 helo in each sector has SECTOR COMMAND. Intercom on 121.50. East
Sector on 122.925. South Sector on 122.95. North Sector on 122.975.

THERE HAS TO BE A PREPLAN - where is it?
