Public Safety vs Public Safety Radios

Just thinking outloud

I was thinking about the decline of volunteers in the fire service. I
was trying to figure out how to use "resident" firefighters in fire
stations (people who dont get paid but get free rent). I could not
come up with any good scenarios.

The primary issue with allocating resources for emergency public
safety agencies is the total random need for staffing. An agency can
go 20 to 30 years without ever needing more than 2 or 3 people to
handle an incident. Then, one day, they need 1,000 people to help them
- and fast.

CERT is one way to address this. Fire Explorers and auxiliary police
is another possible solution. But a better solution might be found
with advanced dispatching and radio equipment. We are starting to see
this with the PulsePoint app.

Try this scenario on for size. Every public safety worker is equipped
with a cellphone. Every one is tracked by the CAD system. On duty
staff is alerted to nearby calls. In the suburban and rural areas
there might not be any "on duty" staff. Everyone might be "off duty".
By "off duty" we mean - at home - at school - at the store - at the
movies - etc. But they are still fully trained and experienced. If a
call is received in a suburban or rural area, the CAD system knows who
the closest responders are. The CAD will send alerts to the closest
people (the minimum of people needed to handle the incident). The
closest people will respond - perhaps stopping along the way at a
public safety station to pick up an emergency vehicle.

There might need to be just a few hurdles to accomplish this very simple system.

1. Formation of a nation wide emergency responders service. (yup
combine all 50 states and all police & fire & EMS)

2. Development of a nationwide comms and dispatch system. We already
have the 911 part (and it is being updated as we speak). Everything
else is a mega shambles. LOL.

The primary advantage of this system will be that it will no longer be
necessary to wake up 50 people at 3 AM for a hemorhoid pain call. LOL
again. And the new system might save a few hundred thousand people
every year.

 At this point it seems to me that they sent just about every fire truck in
the area immediately - but maybe they didnt send them to the right
side of the hill - that will take more study to uncover.

I noticed that E72 was not sent but they did respond. Like I said
before - each of the Kern County stations has 3 people on duty 24/7;
and each station has a big pumper and a small pumper - i dont know if
they roll both rigs at the same time or not. Something tells me that
there are absolutely no volunteer firefighters; and off duty staff are
not (promptly) used.

Total BS the police don’t always go full felony mode until they get more confirmation the person is likely who they are looking for. Heck many purposely hope to not tip the person off that is why they stopped them.

Now if they were pulling over a car that also matched witness descriptions on top of the physical resemblance, or had a matching plate, then they’d likely make it a full felony stop in that case.

The Great American Holocaust

If the average response time for emergency services in the USA dropped from 6 minutes to 1 minute, how many lives could be saved every year?

Presently in the USA we have 400,000 'out of hospital' sudden cardiac arrests annually - this includes medical and trauma caused arrests - only 5 % are saved with the present system

With 1 minute response times - maybe 250,000 would be saved    ----->>>  maybe a 95% save rate on medical heart attacks (apparently 200,000 of them) - and maybe 50,000 of 200,000 trauma related cardiac arrests could be saved - especially if all cops started to respond to EMS calls and carry blood clot and tourniquets

Bottom line - apparently 250,000 USAers are dying needlessly every year due to slow emergency response times. Could they be saved within the presently existing budgets? Yup I really think they could. It just will take a huge mind shift by the PDs and FDs.

In a year or two, some drug dealer will get busted by a police narco dog that jumps out of a street side planter. The case will go to the Supreme Court. The drug dealer will show this photo to the judge and say - "they have been training the K9s to infringe our rights for the last year or more" - "this photo comes right out of their undercover K9 training manual"

have been awarded a combined, not-to-exceed $450,000,000 multiple award, indefinite-delivery/indefinite-quantity contract for counter narcotics and global threats training support services. Contractor will provide training support services, equipment, material, instruction, and products to improve U.S. and partner nation agencies’ capability and expertise to detect, deter, disrupt, and degrade national security threats posed by illegal drugs, trafficking, piracy, transnational organized crime, threat finance networks, and any potential nexus among these activities. Locations of performance will be stipulated on individual delivery orders and is expected to be complete by Feb. 8, 2025. This award is the result of a competitive small business set-aside acquisition with 25 offers received. Fiscal 2016 operation and maintenance funds in the amount of $50,000 to each contractor are being obligated at the time of award to satisfy the minimum guarantee. Headquarters Air Combat Command Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity.
