Digging Up Info on Walker County Alabama Fire Departments

Today I spent a little time digging up information on fire departments
in Walker County Alabama.

1.Searching for "Walker County Alabama Fire Departments" at Google
Search gets us a list of 27 FDs from the County 911 Center -

The Alabama State Forestry Dept also provides a list of 27 FDs -

2. FireDepartment.net is missing 7 FDs but it does indicate some
substations - Boldo has 2 stations - Jasper has 3 stations - Curry has
2 stations - Saragoosa has 2 stations

3. HomeTownLocator.com is missing 1 FD - but shows 2 stations for Mt
Zion FD (which FireDepartment.net does not show) - HTL only shows 2
FDs with more than 1 station

4. Radio Reference has no fire station info

5. FCC info might have 6 or 7 FDs with local radio licenses - but
nothing says they will have a fire station address listed - even
though often they do

6. eVoter confirmed several fire station locations - they are used as
voting places

7. Google Maps has 17 correct fire station markers and maybe 4 bad map
markers (one is a closed FD I think)

8. I dont bother with the US Fire Administration FD Census or whatever
they call it - the info seems to be very bad usually - many missing
FDs - no indication of sub stations any more

9. There is a GPS website that boasts maybe 1300 fire stations in
Alabama - but they dont seem to have any sub stations

10. Possibly I could dig up a little more info at the County Assesor
or County Clerk or County GIS website - I have not checked them
recently

If anyone knows of a better way of digging up this info - please drop me a note.

( this is pretty typical across the USA - very very few counties have
a comprehensive countywide list of fire stations online )

maybe they need to stagger their 'start of shift' times if they are going to give  "hard" 1 hour breaks after 5 hours of duty

you know that if the crews knew that someone was dying, they would have left their break early - but that all gets lost in bureaucracy and uncertainty

the radio system will fail bigly - dispatchers are not duplex - backup
systems are never tested - primary channels probably have dead spots
thrughout town - no one ever tests for dead spots - especially from a
prone position - radio operating procedures are haphazard

no units carry tourniquets or blood clot kits

cops have no experience - they will shoot themselves or each other
with machine guns

there is no MCI trailer - Mass Casualty Incident

hazmat team will take 1 hour to respond - vs Cambridge hazmat which
can respond in 10 minutes

SWAT team will take - ? 2 hours to respond

there are never disaster drills

Arlington FD has not raised an aerial at my building in 20 years - we
are a 14 story highrise with 150 disabled residents

no one offers free CPR training nor trauma training

paramedics have been using a broken radio for the last year - it
transmits static 50% of the time

medics have 100 hours of training vs Seattle medics whch have 2000
hours of training

'if the 911 center is funded for 10 disatchers why do i never hear
more than 8 dipatchers on the radio?

when was the last time anyone released any response time statistics in
Arlington? or any save statistics?

dispatchers have zero experience in dealing with disasters - then can
barely deal with parking complaints or barking dog calls

when was the last time a medevac helo landed in Arlington? 20 years ago?

when was the last time that AFD had any Jaws of Life training? or
actually used the Jaws at a serious incident? 5 years? 10 years?

when was the last time that AFD had any plane crash training?

why is AFD so inpatient on the radio? there are only 2 dispatchers on duty

why is the new opticom system so crappy? yesterday the rte 60 opticom
did not activate for Rescue 1 till they were at the Bank of America -
which is only 100 feet from the intersection

does anyone ever inspect the assembly places in Arlington when they
are occupied? Knights of Columbus? Sons of Italy? etc

why are the medics always 1 or 2 minutes behind the Rescue? anywhere
in town - even right at Armstrong HQ

Does anyone in APD or AFD have any real world experience dealing with
real serious emergencys? Like a real shootout or hostage taking. Or a
serious fire in a critical building (like a fully occupied school)

Note - you can substitute ANYTOWN for ARLINGTON in 90% of this

BTW - who the hell is the 911 Center Manager? You can go thru 20 years
of Town Reports and not come up with any names. Totally bizarre.


Random drug tests for all town employees - really random - more for
police and fire than others - but needed for all - even teachers -
police and fire should probably be tested monthly or bimonthly

My initial thoughts are

- guns provide lethality at a distance - vs knives and fists which require close contact with the victim

- only in the USA can a 16 year old kid buy a car or motorcycle and drive 3,000 miles without anyone giving it a second thought

- what is the abortion rate in the USA vs other countries?

- USA has a great melting pot culture - no other countries have that

- USA has a pretty good 911 system (as a general perception) - so maybe shooters think - "I will shoot people but 911 will save them - or let them die"

- USA does not blow up 100 people at a time nor have sinking ferrys nor malaria nor endless civil wars - which kinda lends credence to my belief that there is a set number of useless stupid deaths that wll occur in every country - no matter what you do

Bottom line - all Boston FD and Chelsea FD responding units went to the staging area at the North Gate at 204 Prescott St in East Boston - except that BFD Marine Unit probably took a position off the runways - unknown if USCG responded

Bottom line - I dont know who ordered the 2nd alarm - neither Car 1 nor C6 ordered the 2nd alarm on the radio tape - perhaps it is SOP for the dispatchers to make box 646 a 2nd alarm very quickly

Connecticut mutual aid channels

note that 45.86 has 3 different PLs - that is base to base ops only

unknown if 453 mhz ems freqs really exist or are used

fire aid channels are also VFIRE channels

STOCS is a transportable system - it is not predeployed - it is UCall
and Vcall channels

155.34 is the nationwide amb to hosp channel

so - of all of those channels - maybe 1 or 2 are useful to anyone

of course this is WAY over the head of 99% of the public safety staff
in Connecticut

it should be easy as sin - "your radio has a bank of disaster
channels" - "when you are responding to a disaster, someone will tell
you to switch to one of the disaster channels" - DONE - FINNITO

Mutual aid communications in Maine

Maine guidance regarding CONOPs channels and Region Nets

[I think that the map is wrong - I think that Ossipee is in Waterboro
in York County - not way up by Spruce in Oxford County - there is a
huge hole in York County without the Waterboro site]

As I read thru that document - it appears that the Region Nets are
always monitored by a Maine State Police dispatcher - it also appears
that the Region Nets that are listed as "Patch" are also always
monitored by a Maine State Police dispatcher and also carry MSP audio
on a 24/7 basis - apparently it is a one way patch - from MSP to
Region Net but NOT from Region Net to MSP - they also use VCALL 10 as
the hailing channel at an incident - maybe Maine State Police
dispatchers also monitor that channel 24/7

They have a plan in place that requires that the local agency call
Maine EMA via telephone to request activation of the CONOPs plan -
this causes a teletype message to be sent out - but not much else

One big glitch with this system is that some of the CONOPs channels
are probably heavily used for day to day ops. 154.31 is used for FD
paging and ops in Washington County. 155.16 might still be a Sheriff
tac channel in York County. 155.16 is probably heavily used by SAR and
Ski Patrol groups. 154.71 and 154.695 and 155.475 might be heavily
used by police departments and sheriff departments.

They could simplify things greatly by ensuring that MSP dispatchers
monitor VCALL 10 24/7 - and make it general knowledge that VCALL 10
will be the hailing channel for any "disasters" - with "disasters"
being defined as any emergency that overwhelms the local day to day
radio channels. (I think this is the general nationwide concept behind
VCALL 10)

Most counties in Maine have countywide channels to supplement the
local channels. The CONOPs channels could be viewed as the "state
mutual aid channels" or the "disaster mutual aid channels". (The
fallback channels after the local and county channels have been
overwhelmed.)

Lets says there was a bus crash. With 1 to 10 victims - the day to day
channels can probably suffice. For 10 or more victims - it would be
nice to be able to use the CONOPs channels as extra onscene channels -
and to use the Region Nets and VCALL 10 as extra "command" (scene to
Dispatch Office) nets

Of course if all of the FDs had all of the VFIRE channels - there
would never be any need for them to use the CONOPs channels.
Especially if they also had all of the VTAC channels. Between the
VFIRE and VTAC channels they would have approximately 12 common tac
channels in every FD radio in Maine.

2205 - Campos returns to floor 32 - takes fire - calls for help - perp starts firing on crowd

Zergs big adventure with Xfinity

Randomly the other day I checked my network connection. I saw some
cellphone that I did not recognize. As soon as I went to the Xfinity
website to check the gateway - the phone went away. But I had already
grabbed a screenshot of it. It was an old smartphone.

Today I was on the phone with Xfinity for an hour. Thy admitted that
it was not normal. I got bumped up to the security group and all he
suggested was to change my password and run a security scan. He
sounded like Garret Morris from the old SNL.

I offered to send the screenshot to them but they couldn't give a
shat. They also said they had no indication of any cellphone on my
network recently.

Does this ring a bell with anyone? Are hackers breaking into Xfinity
WiFi gateways / home routers using old smartphones?

533 AM - Ladder 1 requests the "box" while yelling "out out out" with people yelling in the background

535 AM - Engine 1, Engine 10, H1 (Safety Chief), and C4 (District Chief) sent

536 AM - Ladder 1 requests the second alarm with a report of more people trapped (or 4 people)

537 AM - 2nd alarm announced - E(Engine)3 + E7 + E9 + L(Ladder)4 + L2 + Medic 1 (fire department ALS ambulance)

538 AM - Eng 1 at scene

539 AM - some message from Eng 1 - cut out by static or "double" (2nd party transmitting at the same time)

540 AM - dispatcher reports a party trapped in Apartment 8

541 AM - Medic 1 at scene and C4 at scene

542 AM - big doubles - sounds like a message from Eng 1 to Lad 4 was lost

542 AM - 3 tone sets - 2nd alarm announced

542 AM - messages about Ladder 2 to back - notice how the dispatcher stops talking mid word - to avoid doubling - this is the MAJOR advantage of giving the dispatcher full duplex comms (the ability to transmit and receive at the same time)

there is a archived newspaper article in the notes for the tape

a couple of "Atlantic" units can be heard signing on also - this is Atlantic Ambulance Service, the local private ambulance company (who work hand in hand with Lynn FD 24/7/365)
