lets think about the fire mutual aid system in California
paid city FDs typically have 3 platoons that work 24 hours on; and
then are off duty for 48 hours
rural FDs are staffed by paid on call firefighters - most probably
have fulltime paid jobs outside of the fire service - (maybe 3 on call
firefighters are considered to be equivalent to 1 paid firefighter in
terms of availability)
calfire has a mixture of fulltime and seasonal firefighters - iirc
there are a total of approximately 1,500 fulltime plus 1,500 seasonal
CalFire firefighters
federal wildfire agencies typically have 7 people per type 3 engine
iirc in order - this allows them to staff each engine with 5 people
each day from sunup to sundown
Los Angeles City FD has approx staffed 100 pumpers every day with 4
people on each pumper - if they put everyone on duty - they would have
12 people on each pumper - or maybe they could staff 100 front line
engines and 200 reserve engines - if I had to guess I would guess that
they only have 50 reserve engines (and they are old usually)
I suspect that if all agencies put all of their staff on duty they
would end up with 10 people on each pumper
