currently - lets say that 95% of all cities and counties over 100,000
population are using a trunked radio system on 700 mhz or 800 mhz

lets say that 95% of everyone else is using conventional systems at
150 mhz ("VHF") or 453 mhz ("UHF")

lets say that the feds are either using VHF (for wildfires) - or are
using UHF or VHF for law enforcement - feds do not have any 700/800
systems

state agencies use a mixture of conventional and trunked - vhf and uhf
and 700/800
