in the USA - a "EOC" or "E.O.C." or "E O C" or "E - O - C " or "E-O-C"
is an Emergency Operations Center - this is a room that is put into
operation when there is a major event - there will be representatives
from all public safety agencies there - plus public works plus EMA
plus maybe local government administrators

the primary purpose of the EOC is to unify the disparate public agency
agencies and recovery organizations

kinda like a 'super dispatch center' - or a 'uber dispatch center' or
a 'coordinaor of emergency dispatch centers"

911 calls wont go directly to the EOC - they will go thru a PSAP as
usual - however some radio calls from dpw trucks and local government
vehicles might go via local government radio networks to the EOC -
especially in smaller communities

the EOC might or might not have direct radio connections to the outside world
