1. seems very odd that they would be discussing probable cause for the stop on the radio - seems very very very very rare - based on my 50 years of owning a police scanner

2. why didnt they do a felony stop if they thought they had 2 people wanted for armed robbery?

3. why didnt they apply tourniquets after the shooting?

4. why did they mention a "broad nose" on the radio? that is totally bizarre

Total BS the police don’t always go full felony mode until they get more confirmation the person is likely who they are looking for. Heck many purposely hope to not tip the person off that is why they stopped them.

Good point. They only had suspicion by physical resemblance.
Now if they were pulling over a car that also matched witness descriptions on top of the physical resemblance, or had a matching plate, then they’d likely make it a full felony stop in that case.
