The Chinese will copy everything they can see. The only problem is,
they can't copy what goes on in the war room and inside the
commander's mind. The Chinese will look good until they go to war.
That is when the truth comes out.

Does the hold back bar act like brakes against the full throttle?

Yea, the hold back bar keeps the nose gear tight against the shuttle
until the launch. That way the bar releases automatically when the
catapult is activated, and you don't have to worry about the pilot
releasing the brakes too early and at full throttle.
