Pennsylvania has an interesting setup
they had an OpenSky system that was mostly a billion dollar boondoggle
in 2013 they started to use a 700 mhz system with 10 sites to provide
comms for PSP aircraft - the system is patched to the OpenSky system
as needed
Lately they have started to build a VHF/700/800 P25 P2 TRS for
statewide mobile units - to replace the OpenSky system
possibly state forest fire aircraft are starting to use the 700 Mhz A/G system
ground units in most areas of the state cannot hear the 700 Mhz A/G system
Bottom line - they will have 1 statewide TRS plus a statewide system
for aircraft - and the systems will be patched together (automatically
/ dynamically) as required
