alternative staffing scenario for arlington mass fd

here is a proposal for an alternative staffing schedule for the
Arlington Fire Department

3 shifts -

10 PM to 6 AM - awake crews - 12 hour shift - 1 quint and 2 ambulances
- total of 7 people on duty

6 AM to 6 PM - awake crews - 12 hour shift - 3 fire engines and 3
ambulances on duty - total of 15 people on duty

10 AM to 10 PM - awake crews - 12 hour shift - 3 fire engines and 3
ambulances on duty - total of 15 people on duty

during the overlap hours from 10 AM to 6 PM there would be 6 fire
engines and 6 ambulances on duty staffed by 30 people

this huge increase in daytime staffing would be possible due to the
recognition of the fact that there is very little traffic on the road
between 10 PM and 6 AM, that an awake crew can respond 2 minutes
faster than an asleep crew, and the fact that there are very few calls
between 10 PM and 6 AM

(I am just writing this up on the fly - it needs some tweeking -
arlington doesnt really need 6 fire engines and 6 ambulances at any 1
time - 3 EMS calls at once only happens once per month it seems - this
could be confirmed by looking at the incidents that got a response
from Lexington, Belmont, or Winchester Rescues - usually it happens on
weekends when Armstrong Ambulance is downstaffed)
