canada who had been run out the country for fraud - and then started
running frauds in florida - (the developer is now dead - he was
awarded the keys to the city because he apparently bribed everyone in
town)
the engineer also made some mistakes in the design
and the building inspector might have been pressured to keep his mouth shut
