agency will use 'fallback' or 'reserve' or 'backup' channels
taking a peek around the Radio Reference pages .. we found the following ...
all of this is 800 mhz channels

Fairfax County VA ... FD has 2 mobile only talkaround channels ...
police has nothing
Alexandria VA ... FD has 1 talkaround mobile only channel .... police
has nothing
Arlington County VA ... FD has 1 conventional repeater channel in
subways plus 1 mobile only talkaround channel ... police has nothing
North Charleston SC ... neither police nor fire has any backup channels
Charleston SC .. FD has 1 channel with 4 pLs ... maybe mobiles only
... police has nothing
Columbia SC ... FD has some simplex channels
Columbus OH ... county has 3 mobile only channels for interops ...
nothing else listed
Cleveland OH ... FD has 860.9875 M pl 67.0 "Direct 15"
Cincinnati OH ... FD has "Highrise Repeater 1 and 2" channels ...
857.2625R + 858.2625R ... FCC license shows 190 FB2T 35/35 + 90 M 2/2
with 20K0F3E and 16K0F1D ... no idea what that is supposed to
represent
Bottom line ... it looks like most agencys expect everyone to find
their way to 'ICALL 1' ... somehow ... and 'ICALL 1' probably will
never work inside any building ... so folks will need to find their
way to 'ICALL 1 Direct' ... should be fun
