and preparedness level and dispatch levels and response levels etc
federal agencies use ' presuppresion funding" and "severity funding"
... I think that severity funding usually involves moving 'out of
area' resources into the targeted area ... and maybe some extra
aircraft ... but most of the initial attack forces are still funded
from the presuppresion budgets ... this is all 'bean counter' talk
... structural FDs dont really have anything like this even for usar
or wmd
