In 2013, 89 tribes/agency units across Indian Country managed wildland
fire programs. Some of these units were agencies that provide services
to multiple tribes. The Indian Country's Wildland Fire Management
Program is implemented through either direct, self-determined or
self-governance services. BIA provides direct program management
services to just under two-thirds of these units. The remaining units
exercise Indian self-determination and receive funding through
self-determination or self-governance services. Regardless of how the
program is managed, tribal members work and are involved with the
direct protection and management of their natural and cultural
resources.

I think the bottom line is - BIA fire staff are hired and paid by the
BIA - tribal fire staff are hired and paid by the tribes - there might
be a transition underway - with BIA handing over more and more fire
programs to the tribes

are staffed by BIA employees - self determined and self governance
programs are staffed by tribal emp[loyees - its a question of funding
and governance - probably in the past the BIA provided all the
staffing and management - now more and more of the tribes are taking
over the programs - but probably all funds still come from Washington
DC - or maybe from Indian casinos
