operational characteristics for public safety radio systems

1. dispatcher needs to be able to talk over field units

2. dispatcher should be able to send tones over field units

3. dispatcher should be able to transmit and receive at same time

4. dispatcher should have ability to quickly replay messages from field units

5. dispatcher should have ability to turn off the repeater / stop
rebroadcast of messages from field units

6. repeater sites should overlap so that the loss of 1 repeater site
does not create a coverage hole

7. ideally there should be portable to portable coverage within the
entire district - even in subways, basements, and gullys

8. field radios should receive a bonk when trying to talk over other field units

9. dispatcher should have ability to turn encryption on and off

10. dispatcher should have ability to silently listen in to any field
radio microphone

11. dispatcher should have ability to stun any radio and to move any
radio to an alternate channel
