all apparatus was horse drawn
only a few ladder companies had telescopic 85 foot aerial ladders -
some just had ground ladders / portable ladders / manual ladders
mostly telegraph boxes
central station alarms to closest fire station
telephone system is sparse - 3 to 8 fire stations on each phone line
not sure what the staffing really is - they seem to be saying that
since there are 1,000 firefighters - then there should be 1,000
firefighters on duty at all times - but each man was officially
allowed 1 day off per week and 2 meal breaks per day - actual on duty
staffing was sometimes only 60% of the 1,000 - I bet that at some time
they switched to a 2 platoon system - 24 hours at station then 24
hours at home - and meal breaks were probably discontinued
