it sure looks like every agency now has their own local channels on
vhf highband or on UHF

if county fire dispatch can get 1 or 2 channels for response ops on
vhf highband - then they can phase out the 46 mhz channels entirely -
they can maybe repurpose a dpw channel and a ems channel to meet those
needs - and you can bet there are 100 open channels between 162 mhz
and 174 mhz - but it will take an act of gawd to get permission to use
those vacant federal channels
