tower 1 is based at sta 333 which has 2 snorkels - tower 1 is cross
staffed - maybe by the other snorkel - which is a bit odd - maybe not
- maybe they just put 1 person on tower 1 and keep the 2nd snorkel in
service - the 2nd snorkel is only a 114 footer
