10:13 a.m., and the shooter was killed 14 minutes later, according to

shooting the attacker lasts about three to four minutes.

think we heard the first police dispatch saying something like -
report of active shooter in area of X St and Y St
in other words - they did not have an exact location at first for some reason

bottom line - if the shooter has an assault rifle or automatic weapon
- the cops are gonna hang back till reinforcements arrive - the police
chief might say that the response was "swift" - but you know better
than that
