what if vhf is down?
very very slim on the radio info
if xsd cmd 2 is down - they need to send someone with a radio to a
high spot - and all radios need to operate in simplex mode on some
channel
this policy is almost guaranteed to fail because if 800 goes down then
you can bet your ass that the vhf is also going to go down
