looks like there are 3 primary PSAPs
1. county / city / metro police
2. cornelius pd
3. pineville pd
there are 2 secondary PSAPs - county ems + charlotte fd
cornelius pd dispatches cornelius pd and davidson college pd
pineville pd dispatches pineville pd and maybe pineville fd
county ems dispatches county ems and the suburban / "county" fire departments
charlotte fd dispatches charlotte fd
county / city / metro police dispatches metro pd + ? hunterville pd ?
+ ? davidson pd ? + ? airport pd ?
as you can see - it takes alot of digging to figure this all out
note - county pd covers charlotte and most of the county - county ems
covers the entire county - charlotte fd only covers the city
