not really a preparedness plan imho - more like a overview of existing
vegetation etc conditions - plus a brief survey of fd resources - plus
suggestions for improvements
in other parts of the usa this might be called a countywide wildfire
protection plan
maybe we are thinking of 'annual operating plans" - there are some
plans that are more detailed in regards to FD ops - what trucks
respond to what areas - how many to send - what radio channels to use
- specific info on each fire truck - etc
