a couple of townships show a 'fire territory' - but that is the only
mention of a fire territory in the document
maybe the fire territories are basically a merger of the fire budgets
of 2 or more townships - but there is no indication of who merged with
who/m
they seem to have a strange situation where the locals submit their
budget to the state - and then the state tells them they have to
reduce their budget because they cannot raise enough taxes due to some
sort of tax/levy limits - very strange way to do municipal budgeting
