Jefferson County Alabama - the 911 dispatch system

if you look at the jefferson county 911 website it says that they
serve 20 cities and towns plus 18 fire departments - give or take a
couple

you might think that was the entire story - but NO - it is far from
the entire story

here is the entire story

there are approx 14 911 PSAPs in Jefferson County - each psap
dispatches both fire and police units apparently

the general scheme is - birmingham has its own psap - the county psap
covers the unincorporated areas and 20 smaller cities and towns -
there are approx 12 other smaller cities and towns that have their own
PSAPs

probably the easiest way to present the info is via a list of psaps
and who they dispatch

(not sure how ems is handled - birmingham fd has ambulances - some
local FDs have ambulances - and there are 1 or 2 larger private
ambulance companies also)

Birmingham PSAP - dispatch Birm PD and Birm FD/EMS

Jefferson County PSAP - dispatch the county sheriff who covers the
unincorporated areas - Jeff Co PSAP also dispatches the 18 FDs that
cover the uninc areas - in addition there are 20 smaller cities and
town that have their own PD and FD - all of these are dispatched by
Jeff Co 911 also

the following small town and cities have their own PSAPs and
apparently dispatch their own FDs and PDs - Adamsville + Bessemer +
Fairfield + Gardendale + Homewood + Hoover + Hueytown + Irondale + ?
Leeds ? + Midfield + Mountain Brook + Pleasant Grove + Tarrant - not
sure if Leeds still has their own PSAP - ( these FDs range from 1
station to 10 stations iirc )

the county GIS lists the ESN for each parcel and the responsible FD -
some parts of jeff co are served by out of county FDs - have not had
time to dive into that very far

Bottom line - if you add it all up - there are approx 15 dispatch
points - Birmingham City + county + approx 12 midsize PSAPs

The FDs started out with Birm City FD on VHF highband - and the rest
of the FDs on a mixture of low, high, and UHF channels - then
Birmingham City went to 800T - and Southern Linc / nextel served some
agencies maybe - possibly all agencies have gone to a countywide TRS
now - but each FD has their own VHF highband repeater still licensed -
except for Birmingham - and - there might be 2 or 3 FDs that share
154.43 near McCalla

Birmingham FD had 154.13 + 154.19 + 154.235 M - possibly all simplex channels

possibly there are a couple of city and towns where the police and
fire are combined

the State of Alabama has a small presence in Jefferson County - there
is only 1 highway patrol station and only 1 forestry station - the
highway patrol / state patrol might cover just the interstate highways

the sheriff dept has their own helo and marine patrol

there are probably a couple of medevac helos and planes based in the
county - 1 medevac helo is run by a private ambulance company - RSI
