kern county fd - "complete the balance" - means - cancel any units not
at scene yet
some other city - complete the balance - means - fill out the balance
= send more units until we have a full alarm assignment enroute to the
scene
kern county fd - "complete" = "cancel" - apparently they have a button
on their cad or mdt that is labeled "complete" - and it means -
'complete your report' or complete your cad entry - or something like
that - but on the radio they are using the word "complete" to mean
"Cancel"
