Forestry and Fire Management - that seems to indicate that Boise
controls those fire trucks - not the Mescalero Tribe - there seems to
be a process underway over the last 3o years for BIA to give up their
Forestry duties and to let the Tribes take over - but using BIA money
iirc

in other words - washington dc pays for all of the Indian wildfire
operations - not the tribes with their casino earnings - no matter who
officially controls the fire trucks and staff - most of the staff on
the Reservations are Native Americans afaik (whether controlled by DC
or controlled by the Tribes)
