just thinking out loud
it takes about 1 minute for an airtanker to make a drop
due to air turbulence - maybe they can only put 1 airtanker over the
drop zone every 5 minutes - if it takes 60 minutes to reload and
return - then they can run a circuit of 12 airtankers over a drop zone
if they run 2 drop zones on a fire - maybe east flank and west flank -
then they can use 24 airtankers on 1 fire
