a note about wildcad

the Resources lists now seem to be listing every resource that was
under their control during any part of the year

so some dispatch centers have very long lists of resources from all
across the USA

the Oregon and Washington lists include alot of state rigs - one of
the eastern states has a bunch of state rigs listed as well - dont
remember which state thought - maybe GA or AL
