increase of 714,023 daily gallons of wastewater. Without adequate
improvements to the wastewater infrastructure, this will overwhelm an
already severely compromised area septic system. For decades, the
discharge and flooding of sewage from CSOs have had serious negative
impacts on Arlington. According to the MWRA, 200 million or more
gallons of combined sewage was discharged into the Mystic River and
Alewife Brook in 2023 during nearly 100 distinct CSO discharges. When
the Alewife Brook overflows, untreated CSO sewer discharges have at
times, flooded parks, yards and houses of residents in the surrounding
area. The sewage discharges have also flooded area streets, leaving
pedestrians to traverse hazardous conditions. As data continues to

evident that the problem is increasing as adverse weather related

MALDEN, Mass. —
Two spas that were being used as fronts for human trafficking were
shut down in less than 24 hours in Methuen, Massachusetts, officials
said. The manager of one of the businesses faces related charges.
Officials obtained a search warrant for Beauty Garden Spa on Wallace
Street earlier this month after a lengthy investigation. During the
search, police said they found living quarters for two women in the
basement of the commercially zoned building.

Police notified the Methuen Department of Health, Human Services and
Inspections, which immediately ordered the business closed, citing
"the unlawful habitation of individuals within a commercial premises
lacking the requisite residential facilities and accommodations
necessary to support lawful occupancy."
Police said they found several computers, phones and business records
that were used in their ongoing investigation and interviewed two
women who were working in the spa.
Suping Zhu, 38, of Flushing, New York, was arrested Friday and charged
with deriving support from prostitution, keeper of a house of ill
fame, and trafficking a person for sexual servitude.
Zhu was arraigned Monday in Lawrence District Court and held on $25,000 bond.
"To the 'Johns' fueling this despicable trade, know this: You are not
invisible, and we are targeting you next with the full might of the
law. Human trafficking and sexual servitude are not victimless crimes.
They exploit the vulnerable, destroy lives and poison our community.
We will relentlessly pursue every perpetrator to ensure they face
justice. This is only the beginning, and the Methuen Police
Department, backed by our community and law enforcement partners, will
not rest until these crimes are eradicated from our city," Methuen
Police Department Chief Scott McNamara said.
The Beauty Garden Spa has remained closed since the search warrant was
served. Additional charges are possible as an investigation continues,
police said.
Also, on Monday, Methuen health officials posted a cease and desist
order on the door of Eastern Bodywork Therapy at 17 Hampshire St. The
order states that the business does not hold a required state license
for massage therapy services, and inspectors said they referred the
property to police for review.
Within hours, city officials announced the location was also an
alleged front for sex trafficking. City officials said an inspector
found the site was being used for unlicensed bodywork but also
observed that "unlawful habitation and other materials consistent with
criminal activity were found in plain view."
Corporation records indicate that both spas filed with the state this
summer. Beauty Garden Spa Inc. filed with the state on May 26, and
Tranquil Bodywork Spa Inc. filed in connection with the Hampshire
Street location on Aug. 27.
Mayor D.J. Beauregard followed the news of the two sex trafficking
investigations by announcing the city will form a new human
trafficking task force with the stated goal to "root out such
establishments citywide by holding individual perpetrators and the
landlords profiting from these illegitimate businesses accountable."

owner Bill Williamson trusted his dog Buddy to "drive" without issue.

Williamson, who trained four decades of canine companions to sit in
the driver's seat, began with Buddy. When asked if Buddy knew of his
driving abilities, Bill said, "He thinks he's doing something
special."

still trying to figure out how emergency services work in winhall vermont
for fire - both winhall fire and stratton mtn fire are first due in
parts of winhall
for police - winhall police cover the entire town
for ambulance - winhall rescue seems to cover all of winhall - but
they are backed up by northshire ambulance in manchester VT - and by
Rescue Inc in Townshend VT - and possibly by Stratton Mtn Rescue
it is very possible that Winhall Rescue does not have any ambulances -
Winhall Rescue might just be EMT / cops from Winhall PD
note - the 2/2025 vt ems list shows Winhall Rescue as an ALS first
responder service - but winhall police / rescue websites do not
mention ALS - firenews.org lists 2 ambulances under Winhall Rescue but
there are no photos
for the winhall fatal crash - both winhall (fire) and winhall rescue
were paged by SWNH on 154.145R
to further complicate things - the stratton mtn ski resort straddles
the winhall / stratton town border - the ski resort pays winhall for
police coverage - the stratton mtn fire company apparently has first
due areas in both winhall and stratton - stratton mtn rescue operates
an als ambulance nearly fulltime from the ski resort clinic but they
are not listed on any of the psap maps - and we suspect that the
Stratton Mtn Rescue actually responds as the transport unit for most
of the town of Winhall - but not the west side of Winhall were the
accident happened

EMS used to be with fire dept but spilt to form Ochiltree General EMS.
Also dispatches on this channel for dispatch on a temperary basis
until they can get Ochiltree EMS channel back from Ochiltree County
Road and Bridge. Channel was allocated by Panhandle Regional
Interoperable Communication System (PANCOM) but EMS was with Perryton
Fire Dept so channel was unused. Ochiltree County Road and Bridge took
it over while it was unused.

FCC makes rules that require telecom companies to provide 911 infrastructure
not sure how that is funded
the basic idea is that 911 is available everywhere - and 911 handles
all emergencies - police, fire, and ambulance
FCC requires that 911 calls be delivered to PSAPs by the telecom companies
each state has a 911 Office - they set rules and distribute money
raised by taxes on telephones etc
PSAPs are operated by state, county, local, regional agencies - in a
few cases - PSAPs are operated by military bases - there might be 1 or
2 federal 2ndary PSAPs in the DC area that are not military
generally speaking - all PSAP use radio channels allocated by the FCC
to dispatch emergency units
PSAPs are typically funded by a mixture of funding sources - telephone
taxes pay for infrastructure - local taxes pay for staffing
obviously there are major problems with the existing systems - just
yesterday 1 fiber optic cable cut took out 911 service for LA and MS -
previously there have been multi statewide and regional and even
nationwide 911 system failures - text and video calls to 911 are
sparse - PSAPs basically face zero public scrutiny - look at Dave
Statter vs the DC 911 system - most PSAPs are self regulated
basic guidelines for PSAPs are - pick up phone within 10 seconds in
90% of cases - dispatch units within 1 minute - AI can probably drop
that to 1 second - but no one puts any pressure on the PSAPs for
excellence - and the politicians just dont care - because the rich
people dont care - they never call 911 - they have millions of armed
guards protecting them

FCC requires that 911 calls be delivered to PSAPs by the telecom companies
each state has a 911 Office - they set rules and distribute money
raised by taxes on telephones etc
PSAPs are operated by state, county, local, regional agencies - in a
few cases - PSAPs are operated by military bases - there might be 1 or
2 federal 2ndary PSAPs in the DC area that are not military
generally speaking - all PSAP use radio channels allocated by the FCC
to dispatch emergency units
PSAPs are typically funded by a mixture of funding sources - telephone
taxes pay for infrastructure - local taxes pay for staffing
obviously there are major problems with the existing systems - just
yesterday 1 fiber optic cable cut took out 911 service for LA and MS -
previously there have been multi statewide and regional and even
nationwide 911 system failures - text and video calls to 911 are
sparse - PSAPs basically face zero public scrutiny - look at Dave
Statter vs the DC 911 system - most PSAPs are self regulated
basic guidelines for PSAPs are - pick up phone within 10 seconds in
90% of cases - dispatch units within 1 minute - AI can probably drop
that to 1 second - but no one puts any pressure on the PSAPs for
excellence - and the politicians just dont care - because the rich
people dont care - they never call 911 - they have millions of armed
guards protecting them
