not sure what the requirements are for a FAST - they dont seem to use
EMR staff - just EMTs and RN and PM and maybe just plain ole CPR

in Vermont the first response ems teams are certified or licensed by
the state oems office - some are independent- some are part of FDs - 1
is part of a PD - actually 2 - the state capitol pd has a fast team
