some of the outlying rural wilderness stations might be dispatched by
small PDs - or maybe by county sheriff

luke afb fd might dispatch themselves - or maybe by phoenix fd - luke
afb pd runs the luke psap maybe

guessing that there are fewer than a dozen fire dispatch points in the
county - even including state forestry and usfs and other feds

amr also runs a secondary psap - not sure why - maybe they offer EMD
to some PSAPs - or maybe they do ems dispatch for some areas
