everyone uses vhf highband
except
portland and south portland - they use a 700T or 800T system
biddeford and saco - they use a 700 TRS
auburn and lewiston - they use a 700T system - maybe
there are approx 10 fire/ems agencies in york county that use uhf -
plus sanford fd

There are approximately 269 to 283 licensed EMS agencies in Maine as
of 2025–2026. Of these, 166 are ground transporting agencies that
operate ambulances, while roughly 100 are non-transporting agencies
that provide initial medical response but do not transport patients to
the hospital.

overall - maybe there are a total of 800 fire and/or ambulance stations in Maine
approx 166 police stations in maine
so - for apparox 1000 emergency response stations - only approx 40 are
not on vhf highband

99% of the feds are are vhf highband also - and the state police and
state forestry and game wardens are on vhf highband also
