Code 4 = still alarm - not sure if that is right
MABAS box alarms are similar to this Code 4 alarm - not sure how they mesh
maybe the hierarchy is - code 3 - code 4 - mabas still - mabas box -
mabas 2nd - mabas 3rd - mabas 4th - etc
I think Niles FD is dispatched by RED Center - maybe that is who
imposes the Code 3 and Code 4 terminology / procedure / policy
