out 1000 feet of boom in 1 hour for SMALL spills
I smell a huge loophole - maybe not
question - how would a facility know if they are going to have a small
spill or a large spill?
interesting - there are no mandated 911 response times in the USA but
there are federally mandated oil spill response times - seems that
ducks, toads, and trolls are more important than people in the USA
