I just wrote this up - just 1 page of info
thinking about it - most of this info applies nationwide - except for
the specific info about PANYNJ and Forest Rangers and Hatzolah etc -
95% of understanding public safety units in the USA is based on
knowing the difference between the state, county, and local
governments - with the basic differences being that state units are
funded by state taxes - county units are funded by county taxes - and
local units are funded by local taxes - with lots of cross pollination
