Arkadelphia Arkansas FD - schedule of fees

https://arkadelphia.gov/wp-content/uploads/2023/02/Billing-Service-Fee-Schedule..pdf

fd has authority to bill for calls outside of the city - no mention of
a subscription program on the fd webpage

does not seem too bright

for example - last night at 946 pm they had a call for an 'electrical
fence fire' that was 10 minutes outside the city - they responded with
1 man on Engine 2 and some call men - Engine 2 reported on arrival
they had several small fires burning

lets say this had been an accidental fire - and the first person who
spotted the fire was the person who accidentally caused it - they
would have a choice to make - drive away and say nothing - or - report
the fire and be liable for maybe a couple of thousand dollars

lets say they drove away and told no one - and then the fire spread to
the city and took out 100 homes - would this be a good outcome? is it
likely? sure, why not

========================

Medical Calls may be invoiced per occurrence, with the individual
being treated held responsible for the costs. Invoices shall be the
sole discretion of Fire Chief.

Medical Call shall mean those emergency incidents in which the
Arkadelphia Fire Department responds and functions as the primary care
provider.

(not really sure what this means - this FD has 9 fulltime staff - they
work 24 on and 48 off - so they have 3 on duty 24/7 - they have 2
stations - 1 on each side of the railroad tracks - they try not to
have both engines committed on 1 side of the tracks (per theri radio
traffic)

not sure who provides ambulance services - engines do go to medical
calls in the city

FD is dispatched by PD - all other FDs in the county are dispatched by
the sheriff

21,000 people live in the entire county - 23% are black - 63% are white

=================================

more importantly - we think the FD radio systems are set up this way

arkadelphia fd - 1 or 2 repeaters for their calls

for all other FDs in clark county - maybe 154.385 is countywide fire
paging repeater - and they also have - 3 repeater pairs (151.19R
151.40R 154.875R) with multi output tones - these 3 repeater pairs use
157 mhz freqs as inputs - they also have 173.3125 for MO3 and HTs -
caddo valley fd (154.205R + 155.955R) and gurdon fd (155.10R) also
have their own repeater pairs - hospital ambulance is on 151.475R

not sure what channels are used by dpw / highways - cities might have
own channels - and county and state have own channels - not shared
with FDs (maybe)
