• In support of the Solano Emergency Medical Services Cooperative (SEMSC) Joint Powers Authority (JPA), Solano EMS staff have been planning and coordinating with partners and stakeholders representing fire departments, law enforcement, and hospitals the establishment of a plan to implement a County-wide Emergency Medical Dispatch (EMD) program to include Pre-Arrival Instruction (PAI). The EMD program has been implemented in jurisdictions nationwide and has resulted in dramatic improvements to medical outcomes.
