whats the point of having 24,000 FDs report if 8,000 dont?
you can only draw vague inferences from that data
it would probably just take 1 person in each state fire marshalls
office to bring that data up to 99% - you know its mostly the very
rural FDs that are not reporting - and if its a major FD - then they
should have their name plastered all over the internet
